Nancy S. Blethen, Owner and President and CEO
Nancy S. Blethen is the Owner and President and CEO of TECH SYSTEMS, Inc. and has nearly 20 years experience in management and financial positions. Before joining the Company as CFO in 2003 and then purchasing the business in 2004, Ms. Blethen was the CFO at two National nonprofit organizations and spent over 8 years in the public accounting industry, including 5 years at PricewaterhouseCoopers (formerly Coopers & Lybrand). Through the public accounting and nonprofit careers, Ms. Blethen accumulated significant exposure to a diverse array of business industries and regulations, including Federal grants and contracts. Those varied and seasoned experiences, coupled with her exacting business ethics, well prepared her for owning and operating a successful Government Services Contracting firm.
Ms. Blethen is a Certified Public Accountant (CPA) and received a Bachelors of Science Degree in Management from Tulane University in New Orleans, Louisiana.
Marshall L. Sneiderman, Chief Business Advisor
Marshall L. Sneiderman owned and operated TECH SYSTEMS, Inc. from 1996 to 2004 and is now Chief Business Advisor. For twenty years, Mr. Sneiderman served in the U.S. Navy Supply Corps as a Contracting Officer and Senior Manager for procurement activities at several commands nationwide. In addition, he was the Senior Professor of Systems Acquisitions at the Naval Postgraduate School in Monterey, CA. After his military career, Mr. Sneiderman spent 8 years as Director of the Procurement Division for Intelsat. Prior to buying TECH SYSTEMS, Inc. in 1996, Mr. Sneiderman spent 7 years as an independent consultant, advising firms on pre- and post-award Government Contract issues. During that time, he gained a renowned reputation as a guest lecturer and testified as an expert witness on numerous occasions. Mr. Sneiderman also served as Executive Director, Industry Advisory Council of Federal Government Information Processing Council (FGIPC) from 1993 to 1995.
Mr. Sneiderman is a Certified Professional Contract Manager (CPCM) and Fellow of the National Contract Management Association. He received a Bachelors degree from Penn State University and an MBA with a distinction in Production and Procurement from University of Michigan.
Christopher S. Blethen (Chris), Vice President
Chris Blethen joined Tech Systems, Inc. in 2006 and has over 14 years experience in direct sales and marketing positions. Before joining the Company, Mr. Blethen spent 12 years as a Wine Consultant and Sales Representative for the distribution of fine wine in Washington, DC. Prior to that, Mr. Blethen was the Director of Sales for a privately-owned real estate leasing company in Vail, Colorado.
Mr. Blethen received his Bachelor of Arts degree from Franklin Pierce College in Rindge, New Hampshire where he majored in Music Performance and Theory.
Anne P. Rohall, Vice President and General Counsel
Anne Rohall is a licensed attorney with fifteen years of experience in corporate management positions, including nearly ten years of experience in the legal field. Prior to working for TECH SYSTEMS, Inc., Ms. Rohall specialized in health and disability law, including the representation of nonprofit agencies and persons with disabilities under the Americans with Disabilities Act and promotion of their interests on Capitol Hill. In her most recent positions, Ms. Rohall served as the Director of Government Relations and was a registered lobbyist for two national nonprofit agencies in Washington, D.C. Following law school, Ms. Rohall served as a law clerk to the U.S. Court of Federal Claims in Washington, DC., where she specialized in Vaccine Injury litigation.
Ms. Rohall is a member of the Maryland State Bar, the Virginia State Bar, and the U.S. Supreme Court Bar. In her current role as General Counsel and Vice President, Business Development, Ms. Rohall is responsible for identifying new business opportunities, managing all phases of the proposal process and handling all corporate legal and regulatory matters.
Ms. Rohall is fluent in Spanish and is available to assist our Spanish-speaking employees.
Ms. Rohall received a Bachelor of Arts Degree in English and Spanish from Guilford College in Greensboro, North Carolina, and a Juris Doctor from The Catholic University of America, Columbus School of Law in Washington, D.C.
Robert A. Sneiderman (Bob), Vice President, Administration
Bob Sneiderman has been with Tech Systems, Inc. since 1998 and has extensive experience in operations and management positions. For over two decades before joining the Company, Mr. Sneiderman owned and operated a successful Auto Parts business in Erie, Pennsylvania. Prior to that, Mr. Sneiderman was a Regional Supervisor for multiple discount chain retail stores in the Northeast.
Mr. Sneiderman earned his Bachelors degree in Marketing from Kent State University in Ohio and served in the U.S. Army supporting military operations in Vietnam for two years.
Debra K. Barker (Debbie), Business Development Coordinator
Debbie Barker has over 20 years experience working in the Government Contracts industry and has worked for both the U.S. Secret Service and the Organization of the Joint Chiefs of Staff. For nearly 10 years Ms. Barker worked for JAYCOR (later purchased by the Titan Company and then L-3) as an Administrative Assistant and later as Training Manager working on a variety of classified programs. Ms. Barker then worked for Applied Information Sciences working on-site at the Pentagon, Office of the Undersecretary of Defense for Policy for two years. Over the next 9 years, Ms. Barker worked for Autometric providing training management and technical writing on Company proprietary software. When Autometric was purchased by the Boeing Company in 2001, Ms. Barker worked as Data Administrator for the Missile Defense National Team in Crystal City, Virginia.
Ms. Barker joined TECH SYSTEMS, Inc. in 2005 as Director of Business Development. In this role she is responsible for identifying new business opportunities and preparing proposals.
Ms. Barker graduated from George Mason University in Fairfax, Virginia with a Bachelor of Arts Degree in History.
Elizabeth M. Fontaine (Liz), Finance and Administration Assistant
Liz Fontaine joined TECH SYSTEMS, Inc. in August of 2008. Before this, Ms.
Fontaine was the office manager of her family¹s company, Fontaine Drywall.
Fontaine Drywall is a small custom contracting business located in
Fredericksburg, Virginia. Ms. Fontaine managed the office for 3 years before
joining the TECH SYSTEMS team.
Currently Ms. Fontaine is working on her Business Associates Degree at
Germanna Community College and will be getting her degree in December of
2008.
